This memorandum, focused on establishing collaboration to build an efficient, sustainable, and environmentally friendly waste management system, was signed by Minister Damjan Ćulafić and the President of the OSCG, Nikola Kažić.

Funding for the program comes from a legal provision requiring retailers to pay a special fee of €0.03 for each lightweight plastic carry bag thicker than 50 microns sold. The funds collected from this fee are directed to the Environmental Protection Fund.

Minister Ćulafić commented, “By signing this memorandum, we reaffirm our commitment to creating an efficient and sustainable waste management system and simultaneously strengthening public awareness about the harmful impact of plastic bags. Working together with local communities, sports federations, businesses, and international partners, we are establishing the groundwork for an environmentally responsible future for Montenegro.”

Cooperation will also be advanced through designing and implementing media campaigns, organizing seminars, public debates, round tables, conferences, events, and other activities focused on waste management. Additionally, the agreement covers planning and implementing mutually beneficial projects and developing joint initiatives to enhance collaboration in building an efficient, sustainable, and environmentally friendly waste management system.
